Postgraduate Studies in Administration and Management prepare for effective and efficient functioning in the modern structure of central and local government administration, as well as in the private sector (including labor law, public procurement and state aid, project management, team, information and communication, European funds as well as lobbying and leadership as well as monitoring and evaluation of public interventions).

Structure du programme

INSTITUTIONS, LAW AND LOBBYING IN THE EU (16 HOURS)

EU institutions: the European Council, the Council of the European Union and its preparatory bodies (working groups and COREPER), the European Commission, the European Parliament, the EU decision-making process, including during the COVID-19 pandemic, the ordinary legislative procedure, lobbying in the EU institutions, coordination of Polish European policy, participation of Polish in the EU decision-making process, EU legal acts.

FOREIGN POLICY POLISH (8 HOURS)

Determinants and priorities of Polish foreign, European and security policy; institutional issues; bilateral relations and regional cooperation (taking into account the challenges related to the COVID-19 pandemic) – Visegrad Group, Three Seas Initiative; B9; political aspects of the development of Polish transport infrastructure (m.in. Via Carpatia, ports); energy security: infrastructure and market issues; Poland’s priorities and the new EU multiannual financial framework; policy priorities towards the EU’s Eastern Neighbourhood and the Western Balkans; policy towards China; Poland on the route between Europe and Asia.

BASICS OF LAW (8 HOURS)

Selected issues of jurisprudence (legal norm, legal act, interpretative rules, etc.), branches of law (classification and characteristics), sources of law, elements of public international law (sources of public international law, international law and national law, subjects of international law, other issues), foundations of constitutional law (constitutional principles, authorities, courts and tribunals, state protection and law protection bodies). The issue of human rights and freedoms during the COVID-19 epidemic, and the issues of: access to public information, personal data protection, protection of classified information.

PUBLIC ADMINISTRATION (8 HOURS)

Functions and structure of public authorities, political institutions, administrative structure, public action processes, decision-making processes in public administration in crisis situations, digital transformation and modernization of public administration.

ADMINISTRATIVE PROCEEDINGS (8 HOURS)

The functioning of public administration, sources of law in the field of administrative and court-administrative proceedings, the basic principles of administrative procedure, as well as its objectives and functions, the basic elements of administrative and administrative proceedings. Due to the state of epidemic, the scope of the programme also covered the functioning of public administration at that time.

LOBBYING IN ADMINISTRATION (8 HOURS)

Definitions of lobbying, interest groups, social dialogue, definition of the functions of lobbying, characteristics of patterns of relations between interest representatives and public administration, resources of exerting influence and channels of access to administrative decisions, objectives of interest representatives, constitutional and legal conditions of lobbying activities, institutional framework and actors of lobbying activities, forms and types of lobbying, standard methods of influence.

MANAGEMENT IN PUBLIC ADMINISTRATION (8 HOURS)

Sources of specificity of management in public administration, specificity of the public sector and the private sector in relation to management issues, inherent limitations of the efficiency of public administration bodies and offices and the main assumptions of programs to increase the efficiency of their functioning, levels and dimensions of management in the public sector, basic assumptions of the theory of public choice and knows its practical applications, basic areas and techniques of management in administration criteria, criteria for distinguishing between operational and strategic perspectives in management in public administration, criteria for evaluating strategic action programmes of public administration bodies and offices. Crisis management in public administration – a case of the COVID-19 epidemic.

PEOPLE MANAGEMENT (8 HOURS)

Building an incentive system in the organization, financial and non-financial motivation, internal motivation, triggering employee involvement, conducting an appraisal interview. Managing people in times of crisis – an analysis of the response to the COVID-19 pandemic.

EUROPEAN SINGLE MARKET LAW AND POLICY (8 HOURS)

Historical overview of the construction of the customs union and the European single market; introduction of free movement of goods (elimination of physical, technical and fiscal barriers), free movement of services, free movement of workers and coordination of social security, recognition of qualifications and diplomas, free movement of capital (acquisition of real estate by foreigners). The functioning of the Single Market during the COVID-19 pandemic.

LABOUR LAW (8 HOURS)

Creation and change of an employment relationship, termination of an employment relationship, content of an employment relationship, legal liability in employment relations, labour protection, legal disputes in the field of labour law, discussion and analysis of empirical materials – contracts concerning the employment relationship (employment contracts) and court decisions in this field, directions of development of labour law. Issues related to the rights and obligations of employers and employees in connection with the coronavirus epidemic. The situation of the self-employed during the COVID-19 epidemic.

ORGANIZATIONAL LEADERSHIP (8 HOURS)

Concepts of leadership and its meaning, types and levels of leadership, management of organizational culture change, analysis of own leadership competences, development of selected leadership skills. The role of the leader in carrying out selected types of changes, including in particular changes in organizational culture. Leadership in crisis. Leadership responsibility in times of pandemic.

PUBLIC RELATIONS (8 HOURS)

The importance of public relations in contemporary organizations, the boundaries of PR impact on other spheres of the organization’s activity, the contemporary way of understanding public relations, modern techniques and tools that modern PR uses, building the organization’s public relations strategy in the context of other communication activities undertaken by it, stages of building an effective PR strategy, available PR techniques allowing to implement the strategy, analysis of actual PR strategies, implemented campaign, creating an exemplary PR strategy during workshops. PR in times of crisis.

PUBLIC FINANCE (8 HOURS)

Cross-sectoral money flows, public choice theory, public finance functions, taxation theory (including the Laffer curve), transfer theory, tax incident analysis, tax and transfer justice, budgeting, control of public finances – internal and external mechanisms, financial mechanisms of state aid – prohibitions and exceptions to prohibitions, including the EU’s approach and within this framework, Polish to assistance in connection with the COVID-19 epidemic.

MONITORING AND EVALUATION (8 HOURS)

Introduction to the evaluation of public interventions: definition, basic concepts, types of evaluation studies, evaluation in the cycle of implementation of public projects and programs, logic of public intervention: from contribution indicators, through products and results of projects and programs, methodology of evaluation research: quantitative and qualitative methods, measurement of the actual effects of public interventions. Implementation of the evaluation study in practice: preparation of the order and carrying out research work in the event of an epidemiological threat.

FINANCE OF THE EUROPEAN UNION (8 HOURS)

Sources of revenue for the EU budget, structure of expenditure from the EU budget, modifications of expenditure following the COVID-19 pandemic and sources of their financing, net beneficiaries and contributors, directions of discussions on the EU’s Multiannual Financial Framework for 2021-2027, the importance of the budget for EU countries and for the grouping as a whole.

PUBLIC PROCUREMENT LAW (8 HOURS)

Legal basis for public procurement, personal scope of the PPL, material scope of the PPL, public procurement rules, estimation of the value of the contract, description of the subject of the contract, procurement procedures, terms of reference, subjective qualification, examination of tenders, public procurement contracts, legal remedies, control of public procurement. New regulations in public procurement introduced in connection with the COVID-19 epidemic.

EU STATE AID LAW (8 HOURS)

The concept of state aid, categories of state aid, forms of aid and gross grant equivalent, Treaty rules for granting state aid, procedures for notifying the granting of state aid, the scheme of law on state aid, the general regulation excluding selected categories of state aid from the notification obligation, the concept of national regional aid.

EU PROJECTS IN PUBLIC ADMINISTRATION (8 HOURS)

Possibilities of financing projects from EU funds, rules for seeking support, rules for preparing an application for co-financing with attachments, rules of the application process, preparation of the organization for the implementation of a project financed from EU funds. Opportunities to support organizations in times of crisis and slowdown caused by m.in pandemic.

ETHICS IN ADMINISTRATION (8 HOURS)

Selected issues and dilemmas related to ethics in administration in the global economy, with particular emphasis on the links between these issues and the theory of institutions and the theory of international competitiveness, the relationship of contemporary studies on international competitiveness with institutional and ethical issues and the quality of the state, including the concept of ethics in administration, social responsibility in the economy and sustainable growth and development, models of administration and their ethical dimension and ethical codes of conduct in administration. The latest experiences and ethical dilemmas related to the pandemic and coronavirus.

Opportunités de carrière

Graduates are prepared to take up positions at every level in the administrative structures of both private or state business, as well as central and local government offices.
In the case of employees of public administration, studies additionally prepare for a test as part of the annual recruitment procedure for a civil servant.
